UDA Approval for Apartment Development in Sri Lanka: The 2026 Process

Planning an apartment building in Sri Lanka? Here’s a breakdown of the UDA approval sequence, the drawings and clearances you’ll need, green certification requirements, and the delays that catch most developers off guard.

Short answer: Start with the plot, not the façade. Confirm the applicable UDA development plan and the local authority with jurisdiction, obtain Preliminary Planning Clearance (PPC) where it applies, coordinate a compliant apartment scheme alongside the specialist clearances, then submit the building application with signed drawings. Keep in mind that a development permit is not the same thing as the Certificate of Conformity (CoC) issued later, and a green-building registration letter is not a development permit either.

This guide is aimed at developers and landowners weighing up apartment projects in Sri Lanka. To ground it in something real, we’ve drawn on an anonymised apartment-and-event-space scheme from AEDS’s own project files as a worked example throughout, built from a set of council drawings, a UDA online building application, a green-assessment draft, fee documents and a conditional geotechnical clearance. Using this example doesn’t mean every final permit, green certificate or CoC on that project was necessarily issued, and approval requirements will always depend on the specific land and whatever directions the relevant authority currently has in place.

Step 1: Establish what can actually be built on the site

The first feasibility questions to answer are permitted use, zoning, access, road and building lines, height, setbacks, plot coverage, floor-area limits and parking provision. Check the official UDA development plans and My Zone UDA, then confirm the site-specific interpretation directly with the relevant authority. A concept that ignores a site condition at this stage can force an expensive redesign further down the line.

UDA’s own online application guidance explains that a PPC can identify what development is permissible and which clearances will be required, before you even get to the building-permit application. This makes it especially valuable before committing to a land purchase or locking in your unit counts. One important caveat: a PPC is not permission to start construction, it’s a planning indicator.

Step 2: Coordinate architecture, engineering and uses

An apartment application needs to be far more than an attractive set of typical floor plans. A coherent submission package has to account for the survey, floor area broken down by use, parking and vehicle movement, fire access, circulation, structure, water and wastewater, drainage, electricity, accessibility, and the proposed construction method. Where a scheme mixes uses, for example an event space sitting below residential floors, that mix needs to be clearly identified rather than folded into an overall “residential” label.

In AEDS’s worked example, the scheme combines two parking levels, an event-use floor, and apartment levels above. It illustrates why lift and stair cores, unit layout and circulation all need to be reconciled with each other before submission, not treated as a universal template or an approved planning standard, but as a useful illustration of how the pieces fit together.

Step 3: Prepare the permit application and clearances

UDA’s published building-application checklist typically includes the e-application itself, evidence of payment, signed building drawings, an approved subdivision plan, deed or title documents, applicant identity or company documents, and the applicable PPC. For apartment or non-residential proposals, UDA notes that fire, CEB electricity, NWSDB water, solid-waste and sewerage/wastewater clearances may also be required, with condominium clearance and other agency documents depending on the specific proposal and PPC. Because this list can vary, it’s worth confirming the current requirements with the processing office rather than assuming every project follows the same path.

The UDA approval-process page also distinguishes between UDA-handled and local-authority-handled applications, and which one applies depends on the declared area and delegated functions. It’s worth remembering that an online submission and a reference number are only evidence that you submitted something, not evidence that it’s been approved. Keep a controlled register of every document, professional signature, amendment request and response as the process unfolds.

Green and geotechnical reviews run alongside the design

UDA’s 2025 National Green Building Certification instructions set out that green certification is required for development activity with a floor area of at least 1,000 m², subject to certain stated exceptions. The process runs through registration, a Design Assessment (DA) stage, and a Completion and Verification Assessment (CVA) stage. It’s worth being clear that a registration acknowledgement on its own doesn’t qualify a project for the development permit, the two processes are separate.

Geotechnical clearance can also come into play where ground conditions, excavation, shoring or foundation design require it. In AEDS’s worked example, a conditional geotechnical letter from NBRO required further shoring analysis, method statements, monitoring and pile testing before it could be finalised. This is a useful reminder to budget for conditions that may be attached to a clearance, rather than an indication that every apartment project needs the identical NBRO approval.

What did the documented costs look like in the example?

For context, the online application in AEDS’s worked example recorded an initial bank payment of LKR 70,900, with a separate UDA green-building registration receipt of LKR 6,047.50. A UDA fee letter calculated LKR 1,360,687.50 for the Design Assessment stage and LKR 453,562.50 for a projected future Completion and Verification stage, for that particular 9,670.09 m² proposal. The DA payment was corroborated by a receipt, though the projected CVA figure wasn’t necessarily confirmed as paid. The application also declared a proposed investment of LKR 600 million, which reflects a planning estimate rather than a verified final construction cost. These figures are specific to that one historic case and shouldn’t be treated as a current fee quotation for any other project.

Before construction and occupation

Make sure you have the actual issued development permit and approved plans in hand before starting any works that require approval, and track the conditions attached to each specialist letter throughout construction. UDA’s guidance draws a clear line between this permit and the later CoC, which should be obtained before the building is occupied for its intended use. If material design changes come up along the way, check them with the approving authority rather than assuming they still fit within the original application.

Frequently asked questions

Does an apartment need UDA approval in Sri Lanka?
An apartment development within a UDA-declared area needs the applicable written development approval. Depending on the area, submission and processing may run through UDA directly or through the relevant local authority, so it’s worth confirming the plot and proposed use before you start designing.

Is UDA green-building registration the same as apartment planning approval?
No. A green-building registration letter typically states explicitly that it does not qualify as a development permit. The Design Assessment process and the planning or building approval process are separate, with their own requirements.

Which clearances are commonly needed for an apartment application?
UDA’s checklist generally identifies fire, electricity, water, solid waste and sewerage/wastewater clearances, with condominium and other clearances applying where relevant. The exact list for a given site is determined by the PPC and the processing authority.

Can I start building as soon as my application is submitted online?
No. A submission reference and a fee receipt only confirm that you’ve submitted the application, not that a development permit has been issued. Wait for the formal decision and review its conditions and the approved drawings before proceeding.

Can AEDS design and coordinate an apartment application for me?
AEDS can coordinate the architectural, structural and services information needed for a site-specific submission. It helps to start with your land documents and intended unit mix, contact our team to discuss the project. No consultant can guarantee how an authority will decide.
