Building Approval Fee Calculator
Estimate the UDA building-approval bill for a Sri Lankan project — Preliminary Planning Clearance (where it applies), Development Permit fee, Certificate of Conformity and the Post-Permit Follow-up fee — line by line, from the current gazetted schedule.
Changing this does not change the total below. No published source gives a different, authority-specific rate table — the Development Permit and Certificate of Conformity fees in Schedule 2 apply UDA-wide, and this is the schedule CMC and other authorities work from. Your selected authority may still add its own site-specific or discretionary charges; confirm directly before budgeting.
Schedule 2's Development Permit and Certificate of Conformity fees only price three rate categories — commercial, mixed-use, industrial and religious & charity projects all use the same non-residential rate, since the gazette doesn't price them separately.
The only sub-split Schedule 2 makes within residential — an apartment's Development Permit and CoC rates run higher than an individual house's.
Total approved built-up area. For an extension, enter only the new/additional area.
Used only to approximate height (storeys × 3.0 m) against the 15 m Preliminary Planning Clearance trigger.
The Schedule 2 Change-of-Use permit fee only publishes these two transition rates (Rs 750/sqm and Rs 500/sqm respectively).
The Authority may exempt these from Preliminary Planning Clearance fees, subject only to a Rs 5,000 administrative charge (Schedule 2, item 21) — does not affect the Development Permit or CoC fee, which have no published exemption.
Badulla, Nuwara Eliya, Kandy, Kegalle, Ratnapura, Matale, Kalutara, Galle, Matara, or Hambantota (some sub-areas are exempted — confirm with NBRO). Clearance is mandatory before the local authority can approve the plan, per Ministry of Disaster Management Circular No. 2011/1 of 10 Feb 2011.
NBRO's Landslide Risk Assessment fee for buildings is banded by land extent, not floor area (160 perches = 1 acre). Source: NBRO Inspection Charges schedule (NBRO/LRRMD/IB/SH/IC), Issue No. 01 of 1 Jan 2023, Revision 01 of 1 Feb 2023.
Floor area of 1,000 sqm or more (industrial buildings and factories excepted) also requires a Green Building Certificate: a Rs 5,000 registration fee plus a per-sqm processing fee depending on the rating level achieved (Rs 300–600/sqm, capped at Rs 1,000,000). Not included in the total above, since the level is chosen by the applicant.
If the site is in a landslide-prone district, NBRO landslide clearance is a separate, mandatory requirement before the local authority can approve the plan. Tick the box above to add its fee to the total.
The NBRO figure above is the base Landslide Risk Assessment charge only; NBRO's own schedule adds transport, a 15% overhead, 2.5% SSCL and 15% VAT on top for its more complex project categories — confirm with NBRO whether those additions apply to a standard building assessment before budgeting the final figure.
All figures are excluding tax, per the gazette's own heading. A Rs 50/km transport cost for site inspection is charged separately and isn't computed here. Penalty-type charges (unapproved parking shortfalls, unauthorised/already-built construction, occupation without a CoC) use a different Schedule 2 table and aren't covered by this calculator.
Where the PPC fee exceeds Rs 10,000, an advance of Rs 5,000 is payable with the application and the balance before the PPC is issued.
For an extension, Schedule 2 also adds 25% of the processing fee already paid on the original permit, on top of the fee for the new area shown here — not computable without that original figure.
